Floods in Pakistan n India's Responsibility

There is a common belief in Pakistan that every year India releases huge waters to Pakistani areas that causes flood.

My opinion is that rivers have water courses set for centuries ... India have built many dams on those routs. These dams are already filled as we usually have no water or very scanty release down streams. Therefore when it rains profusely n Indian dams are full. The extra water takes it natural rout through Pakistan that causes flood as we don't have dams obstructing those routs n can't save this extra waters. It is not India's fault ... it is simple that India can not further stop/store this extra waters, So it flows down to our side.

But my friends insist that India is the monster behind every flood in Pakistan. I asked one of my friends who works as consultant engineer for NESPAK n looks after dams n barrages in the country. His response is as follows:

"Simply jese Mangla dam full hua to hum ne Jhelam ka pani downstream release kr dia ab iska mtlb Pak ne flood create kia kya?? Ni na, isi tarah India ne last week bol dia tha k dams full ho gaye hn ab jo inflow ho ga wohi dam ka out flow ho ga. Hum bewakoof hein India nhi".
